Let's crack it! Come back here with your progress, lets work on this together. Looks like it is an image map to me.

Decoded with what I have, I can be reasonably certain it says "Flynn lives"

Two characters were missing, the I and the S. It's just a table, the you select the row and column for a character based on the codes at the bottom.

I demand a cookie.
