The name is in hexadecimal. It would mean ":ÈÓ j+ ¦V+¦2¯ |" in ASCII base if I'm correct.
This is probably completely useless, but the .tga format is used mostly in video games. A lot of games use them as either Screenshot formats, or Skin Texture files.
Also, the dude on the couch looks like a doofus. I think the chick could do better. Just saying.

Tried using iota-calc from last year's mission to resolve 3ad47fe00e6ac913b356bcb432ee1b7c but can't get much from it. (not sure I know how to use the calculator.)

opened it in photoshop to view r/g/b color channels independently..... nothing..... screwed around with curves and exposure, etc, etc, can't make anything resolve from it.
Tried to put both images on 2 layers playing with overlay etc. but nothing.
One color to rule them all.
